Dopo quasi 25 anni, Grand Rapids ha completato la conversione della rete da sistema di fognatura mista a sistema separato per reflui e acque meteoriche, portando a termine il proprio Long-Term Control Plan (LTCP) nel 2015. A quel punto, però, la città aveva bisogno di comprendere meglio i fenomeni di infiltrazione e afflussi parassiti (I/I) nella rete nera separata, per garantire la conformità a un mandato del Michigan Department of Environmental Quality (DEQ).
